Yeah that little girl is having a good time. I have no idea how they got the lollipops to stand up but they are balloons, plastic wrap and pbc pipe. It looks like the candies on the wall may be Frisbee's

I saw another website and it showed putting two colored paper plates together and wrapping them. I think thats what is on the wall :)
